Background
The new economy or knowledge-based
economy has changed the resources that
are driving national and regional

development. Increasingly, a developed
human capital base goes beyond having

tooled, trained, competent, skilled and
well resourced base that are in a
position for enterprise start-ups or
enhancing the growth and performance of
existing enterprises.
The recent discovery of significant
crude oil at Crude 3-points is an
unprecedented opportunity for
Takoradiman to expedite the transition
from old to the new resources. The
transition can position Takoradiman to
thrive and prosper in the new economy.
Human Capital Development, especially by
attaining college credentials, is the
new natural resource that will determine
the economic future of Takoradiman and
the nation in the increasingly
knowledge-based economy. In the tangible

production. They are knowledge assets
(what people know and put into use),
collaboration assets (who people
interact with to create value),
engagement assets (the level of energy
and commitment of people), and time
